I could buy an external flash, flash diffuser, an extra battery, a remote control, & pay for international shipping with my USD$800 budget. I might even be able to squeeze in a lightweight tripod purchase too. You can buy more cameras with USD$800 at some U.S. online shops than anywhere else.
